  • 摘要: 我国大气污染严重,管控措施不完善,通过开展国内外挥发性有机物排放标准对比研究, 学习国外标准内容,给我国环境管理提供思路,加强管控,降低挥发性有机物对人体健康和生态 环境造成的危害。 通过研究对比我国与发达国家对挥发性有机物的定义、危害属性、管控措施等 内容,对我国管控挥发性有机物提出了建议:强化顶层设计;科学筛选,增加行业管控污染物;建 立精细化标准体系;实行风险管理;兼顾光化学反应与危害属性,加强源头预防。

     

    Abstract: AirpollutionisaseriousprobleminChina,andthecontrolmeasuresareincomplete.Byconductingacomparativestudyofdomesticandforeignemissionstandardsofvolatileorganiccompounds (VOCs)andlearningthecontentofforeignstandards,wecanprovideideasforChina*senvironmental management and reduce the harm of VOCs to human health and ecological environment via strengtheningmanagementandcontrol.Throughacomparativeresearchonthedefinition,hazardattributes,controlmeasuresandotheraspectsofVOCsbetweenChinaanddevelopedcountries,severalsuggestionsareputforwardforthemanagementandcontrolofVOCsinChina:strengtheningtop-leveldesign;scientificscreeningtoincreaseindustrialpollutioncontrol;establishingrefinedstandardsystem; implementing risk management; considering photochemical reaction and harmful properties, strengtheningsourceprevention.
